VULNERABILITY OF VICTIMS OF SEXUAL VIOLENCE FROM A VICTIMOLOGY PERSPECTIVE: CHALLENGES IN FULFILLING VICTIMS' RIGHTS IN INDONESIA

Sexual violence cases in Indonesia are now increasingly severe, and victims are suffering more. This research was conducted to examine the vulnerability of victims from a victimology perspective, particularly regarding the difficulty victims face in obtaining their rights in Indonesia. Using normative legal research methods, this research examined how the provisions of the TPKS Law are implemented in practice. The results show that while our legal regulations are sound on paper, their practice in the regions remains inadequate. Victims still struggle to obtain compensation (restitution), safe housing, and long-term psychological recovery due to complicated bureaucracy, limited budgets, and insensitive officials. Therefore, this research provides important advice for local governments and law enforcement to shift their perspectives and focus more on victim recovery, so that victims are not retraumatized twice when seeking justice.
